Public offer

Terms for assisted purchasing, handling, storage and international forwarding of goods

Effective date for new Orders: 15 October 2026

Websites: https://puremf.me and https://puremailforwarding.com

This Offer sets out the terms for services provided through PureMF to individuals ordering goods for personal, family and household needs unrelated to business activities. The Provider of specific services is identified before those services are ordered. Terms for business activities are agreed separately.

1 Acceptance of the Offer and parties to the contract

1.1. PureMF is an online service for arranging assisted purchasing, warehouse handling and forwarding of goods (the “Service”). Its Operator and sole Provider for Orders is LLC "Bulk Range" (ОсОО «БАЛК РЭНДЖ»), Kyrgyz Republic, whose details appear in Appendix 1. “Operator” and “Provider” in this Offer refer to the same legal entity. The Operator maintains the Website and Account, receives enquiries and is responsible for the agreed services, payments and refunds for Orders.

1.2. Before confirming an Order, the User receives the Provider’s name, country of registration, registration details, address and contacts, scope of services, price or calculation method, currency, payment procedure, storage terms and applicable restrictions. The Provider is identified in the Order confirmation and Invoice.

1.3. Registration and submission of a request do not, by themselves, conclude a contract for paid services. The contract is concluded when, after reviewing the terms, the User takes an action expressly identified as confirmation of the Order: clicking the relevant button, paying for the Order or sending explicit written agreement through an agreed electronic channel. Silence does not constitute confirmation of additional paid services.

1.4. Receipt and storage of a Parcel may be ordered separately from international delivery. Before using the warehouse address, the User confirms the receipt and storage terms and the relevant Provider. If a Parcel arrives at the Warehouse without prior agreement on its receipt and storage, the Provider takes reasonable steps to safeguard and identify it and agrees on further action; its arrival alone does not signify consent to undisclosed paid operations.

1.5. The contract for an Order is concluded between the User and LLC "Bulk Range". The Provider may engage warehouse, transport and other contractors while remaining responsible for its own contractual obligations within the law. Engaging a contractor does not replace a contracting party. Transferring contractual obligations to another entity requires the User’s separate consent except where expressly permitted by applicable law.

1.6. The User receives Order confirmation by email or in another form that can be retained. It records the Provider, services, agreed rates and restrictions, and the date and version of the Offer. Individual terms apply only insofar as they were expressly agreed before the Order and do not breach mandatory law. A new version of the Website does not change terms already confirmed or the party to a previously concluded contract.

1.7. The User confirms that they have reached the age of majority and have the legal capacity required to conclude the contract under the law of their country. If applicable law requires a legal representative’s consent to the transaction, the User obtains it and is responsible for the lawfulness of their actions. When acting on behalf of another person, the User ensures that they have the necessary authority and that the transfer of that person’s information is lawful.

2 Definitions

“Website” means the PureMF websites at https://puremf.me and https://puremailforwarding.com. “Account” means the User’s account for placing Orders and receiving information about them.

“User” means an individual accepting the Offer for the purposes stated in its introduction. “Order” means an agreed instruction to a specific Provider for one or more services.

“Stage” means a separately defined part of an Order, such as assisted purchasing, receipt, storage, packing or arranging delivery.

“Incoming Parcel” means a shipment arriving at the Warehouse for the User.

“Outgoing Parcel” means a shipment formed from one or more incoming parcels for onward delivery.

“Parcel” refers to both types unless the context indicates otherwise.

“Warehouse” means the agreed receipt and handling location. The principal address specified for the USA is 402 Meco Dr., Wilmington, Delaware 19804, USA. The User uses the address and personal identifier confirmed for their Order in the Account.

“Carrier” means a postal, courier, transport or logistics organisation engaged to carry a shipment.

“Tariff” means the terms communicated to the User for determining service prices.

“Invoice” means a document listing the services charged, amounts, currency and Provider.

3 Scope and limits of services

3.1. Subject to availability and the confirmed Order, the Provider supplies receipt, recording, weighing, storage, photography, consolidation and repacking of Parcels, arrangements for international delivery and related information support. The Operator provides the Account. The Warehouse address is intended for receiving agreed goods, not for registering a business or residence or receiving correspondence that has not been agreed.

3.2. Assisted purchasing from a link, content inspections and other additional operations are supplied only after separate confirmation of their availability, scope and price. Mention of a possible service in the Offer does not mean that it is available for every item or route.

3.3. Standard receipt includes an external inspection of the packaging and recording of the Parcel. It is not an expert assessment of the quality, authenticity, functionality or completeness of the goods. If photographs of the contents or an inspection are ordered separately, the Provider performs the agreed actions; the qualification concerning standard external inspection does not remove that obligation.

3.4. Packaging may be opened to the extent necessary for agreed handling, safety checks, compliance with the law or carriage requirements. At the User’s request, preservation of original packaging and limits on repacking are agreed in advance. The Provider warns of any identified risk of damage to goods or loss of packaging from the selected operation and requests instructions, except for urgent safety measures.

3.5. The Provider is not the seller of goods from a third-party store unless a sale in its own name is expressly agreed. Before confirmation and payment for assisted purchasing, the Provider informs the User in whose name the purchase from the store is made, who receives the purchase documents and how the User may bring claims against the seller. This qualification does not release the Provider from liability for failure to follow the instructions governing its assisted purchasing.

3.6. An assisted purchasing instruction specifies the item, variant, quantity and maximum expenditure, including the price, commission, delivery to the Warehouse and known taxes. Substitution of goods or exceeding the limit requires the User’s consent. If the purchase cannot be made, the Provider notifies the User and returns unused funds under section 8.

3.7. After purchase, the availability and procedure for returning goods are governed by applicable law and the store’s rules insofar as they do not conflict with mandatory provisions of that law. The Provider supplies available documents and reasonably assists with the return within the agreed instruction. A store’s refusal to accept a return does not release the Provider from liability for its own error in selecting goods or failure to follow instructions.

4 Receipt, storage and disposal of Parcels

4.1. The User accurately specifies the warehouse address and identifier and supplies the tracking number and truthful information about the contents, value, sender and recipient. In the event of discrepancies, the Provider requests evidence that the Parcel belongs to the User and may suspend dispatch and handling not needed for safekeeping until the matter is clarified.

4.2. For new Orders, the agreed total storage period is up to 45 calendar days from actual check-in of the Parcel: the first 14 calendar days are free, then USD 0.50 per Parcel per day from day 15 if paid extension was agreed in advance. The exact end date of free storage and any applicable exceptions are recorded in the Order. Consolidation does not, by itself, extend storage. Previously confirmed Orders retain the terms agreed when they were placed.

4.3. Storage extension fees accrue only under terms disclosed and agreed in advance. The Provider does not impose them retrospectively. A delay caused by the Provider’s breach that prevents removal of the Parcel is excluded from paid storage.

4.4. When the agreed storage period ends, the Provider sends notice to the registered email address and, where available, to the Account. The notice identifies the Parcel, the reason storage is ending, the calculation of outstanding charges, available collection or return methods and a period for providing instructions of at least 30 calendar days from dispatch of the notice, or any longer mandatory period required by law. This period may be shortened only in urgent cases provided for by law.

4.5. Expiry of the free period, account inactivity or lack of response do not, by themselves, constitute abandonment of ownership or authorise arbitrary destruction of the Parcel. Return, sale, disposal or other dealings are permitted only on the express instructions of an authorised person or on a lawful basis, following the applicable procedure, including required notices. Only permissible Provider expenses relating to storage and disposal of the Parcel, and other claims payable under applicable law, may be deducted from the proceeds of a lawful sale; the balance is held for the entitled person.

4.6. Where there are reasonable indications of danger, prohibition, sanctions restrictions, fraud or unreliable documents, the Provider may refuse receipt or suspend operations and request information. It explains the reason and available options to the extent permitted by law. Transfer to authorities and urgent disposal of dangerous goods are permitted only on a lawful basis and to the extent necessary; actions taken are documented.

4.7. The User reimburses necessary, reasonable and documented expenses caused by their breach or separately agreed actions. Expenses caused by the Provider’s fault are not passed on to the User. Retention of a Parcel as security for payment is permitted only within the law and does not transfer ownership.

5 Restrictions on goods and destinations

5.1. Illegal, stolen and counterfeit goods, and goods prohibited for a particular route by law or the Carrier’s terms, are not permitted. Restrictions may concern, among other things, weapons, ammunition, explosives and controlled substances, dangerous goods, tobacco and nicotine products, perishables, live animals, cash and bearer securities.

5.2. Batteries, liquids, aerosols, cosmetics, food, medicines, high-value items and other regulated goods may be sent to the Warehouse only after the specific goods and route have been confirmed as permissible. Agreement to warehouse receipt is not, by itself, an export or import authorisation.

5.3. Before sending goods to the Warehouse, the User checks the published restrictions and contacts support if in doubt. The Provider communicates material restrictions known to it for the selected service before confirmation. Changes to prohibitions may require suspension of an existing Order; further action and refunds for the unprovided part are agreed under sections 4 and 8.

5.4. Each party fulfils its statutory obligations concerning sanctions and export controls. The User’s duty to provide truthful information does not transfer to them the independent obligations of the Provider, exporter, warehouse operator or Carrier. Information about permitted countries does not guarantee that every item and recipient is permitted.

6 Customs clearance and delivery

6.1. The User supplies an accurate description, quantity, value and intended use of the goods, recipient details and purchase documents. Undervaluation, false descriptions and concealment of contents are prohibited. If discrepancies are identified, the Provider requests clarification and supporting documents and, if necessary, suspends customs clearance or dispatch. Material declaration details may be changed on the basis of reliable, verified information with the User’s agreement, or without it if the change is mandatory under applicable law. The User is notified of changes where such notice is legally permitted.

6.2. The importer, exporter and customs representative are determined by applicable law and the route terms. Before delivery is ordered, the User is informed of the obligations placed on them or the recipient and which duties, taxes and brokerage costs are included in the price or payable separately. Penalties and additional expenses are charged to the User only where there is a legal basis; expenses caused by the Provider’s breach are not passed on to the User.

6.3. The Provider arranges delivery by the agreed method and supplies the User with the available tracking number and information about handover to the Carrier. A route change materially affecting the price, risks or agreed terms requires the User’s consent, except for measures expressly required by law.

6.4. Before delivery is confirmed, the estimated timeframe, its starting point and any guaranteed timeframe are specified. In the event of a significant delay, the Provider communicates the known reason and available actions and initiates a shipment trace where necessary. The absence of a guaranteed timeframe does not remove the obligation to perform its own services within a reasonable time.

6.5. If the recipient cannot accept the Parcel or it must be returned, the Provider communicates known options and costs. Additional paid actions are agreed in advance, except for necessary and lawful safekeeping measures; their costs are supported by documents.

7 Tariffs, Invoices and payment

7.1. A calculator estimate is provisional unless expressly identified as a final price. Before the Order, the currency, actual or volumetric weight rules, rounding, minimum payment and known additional charges are disclosed. The final delivery charge is determined under the agreed Tariff after packing, measuring and weighing. The User receives the calculation before payment and dispatch.

7.2. Parcel registration and three basic photographs are provided to the extent and on the terms specified on the Website for the relevant Order. The first 14 days of storage are free; later days within the total period of up to 45 days, consolidation, repacking, returns to stores, additional operations and shipment protection are charged only under a Tariff disclosed and confirmed in advance. Returning an assisted purchase to a store at the User’s request is a separate operation; no fee is charged to correct the Provider’s own error. Previously confirmed Orders remain subject to the terms agreed when they were placed.

7.3. Receipt, photography and packing may be performed before payment if the User has confirmed the service, its price or calculation method and deferred payment in advance. Charges are itemised in the Invoice separately from delivery. The Provider does not charge for unrequested additional services, except necessary expenses permitted by law.

7.4. The Invoice and information presented before payment identify the Provider, Order number, services, amount and currency, taxes and fees included in the payment, and payment recipient. The available payment service and the recipient’s role are disclosed before payment. Using a payment service to process a payment does not replace the Provider as a contracting party or deprive the User of the right to bring claims against the Provider for the Order.

7.4.1. For payments through FreedomPay, the payment currency is the Kyrgyz som (KGS). If services are priced in another currency, the applicable conversion rate and the total amount in KGS are disclosed to the User before payment is confirmed. Availability of payment through FreedomPay is indicated for the particular Invoice.

7.5. Payment is made using a method available for the Order. Currency conversion and fees charged by the User’s bank may depend on their agreement with that bank; the Provider’s own fees are disclosed in advance. The Parcel is handed to the Carrier after the Invoices payable for it have been paid, unless otherwise agreed.

7.6. In the event of reweighing or correction of an error, the Provider supplies the reason and calculation. An increase requires agreement before the paid portion that has not yet been supplied is performed; the User may decline that portion, with settlement under section 8. Silence is not consent to an additional payment. If the price decreases, the overpayment is refunded rather than automatically converted into mandatory credit for future services. Adjustments are documented separately or by replacing an unpaid Invoice while preserving the history.

7.7. In a payment dispute, the User is encouraged to contact support for a prompt resolution. This is not a prerequisite for contacting a bank, payment service, court or public authority and does not shorten the deadlines they set.

8 Cancellation and refunds

8.1. The User may request cancellation of an entire Order or a Stage by email or through Account support. The Provider stops actions not yet started when it has received the request and can stop them, and reports the status of operations already underway. Mandatory rights to withdraw from the contract remain available after services begin where provided for by law.

8.2. Only the price of agreed services actually supplied and necessary, documented, non-recoverable third-party expenses directly related to the Order may be deducted from the refund, to the extent permitted by law. Foregone profit and a flat cancellation penalty are not deducted. The Provider supplies the calculation and supporting evidence; expenses caused by its breach are not passed on to the User.

8.3. If performance becomes impossible for reasons for which the User is not responsible, payment for the unprovided part is refunded. Rights to damages for the Provider’s breach remain unaffected. Return of goods to a store is agreed separately, taking account of the store’s rules, the law and the practical possibility of return; a store’s refusal does not remove the Provider’s obligation to return unused funds for its own services.

8.4. The Provider reviews the request and initiates the refund due no later than 10 business days after receiving the request and the information needed to fulfil it, unless the law requires a shorter period. Missing information is requested without undue delay; information already held is not requested again. The period does not restart at the Provider’s discretion. A dispute over part of the amount does not delay refund of the undisputed part.

8.5. Refunds are made to the original payment method and in the original payment currency or, where technically or legally impossible, by an agreed lawful method. The Provider communicates the amount, initiation date and available refund identifier. The bank may take additional time to credit the funds; in the event of delay, the Provider assists in tracing the payment. This qualification does not extend any mandatory statutory refund deadline.

8.6. Closing an Account does not deprive the User of the right to a refund. Any mandatory withdrawal procedure for the particular contract, including the withdrawal period and separate consent to early commencement of services, is supplied before the contract is concluded where required by applicable law.

9 Liability

9.1. Nothing in this Offer excludes mandatory liability or remedies available to the User under applicable law. The Provider performs services with reasonable care and professional skill and is responsible for breaches of its own obligations, including when engaging others to perform them, within the limits of the law.

9.2. In the event of loss, shortage or damage attributable to the Provider, compensation is determined by applicable law and proven damage. Purchase documents, photographs and information about the condition and value of the goods are used to establish the damage. The Offer does not impose an arbitrary general compensation cap limited to the delivery fee or declared value.

9.3. The Provider is responsible for handling the Parcel before handover to the Carrier within the terms of this Offer and applicable law. After handover, international carriage is governed by the Carrier’s terms and applicable transport conventions; the User’s rights in the event of loss or damage may be limited by those terms and the declared value or shipment protection selected by the User. The Provider reasonably assists in bringing a claim against the Carrier where there are grounds to do so.

9.4. If the Provider concluded the contract with the Carrier, it submits an appropriate claim in that capacity and informs the User of progress. If the User is entitled to bring the claim, the Provider supplies the necessary available documents and reasonable assistance. The same damage is not compensated twice; amounts received for the User are passed on to them with an explanation of the calculation.

9.5. The User is encouraged to inspect the Parcel on receipt, record visible damage and report it promptly, preferably within 7 calendar days. This guideline is not a general time limit extinguishing claims. Mandatory deadlines under law or an applicable transport convention, and permissible time limits for claims against the Carrier that have been properly agreed, remain applicable; the Provider communicates them before the relevant route is ordered. The absence of an unboxing video is not, by itself, grounds to refuse consideration of a claim.

9.6. The Provider is not responsible for an independent breach by a third-party store unless it assumed the relevant obligation or itself contributed to the damage. Any exclusion of indirect losses or lost profits applies only to the extent permitted by law and does not restrict mandatory consumer rights.

9.7. A party relying on circumstances beyond its reasonable control substantiates their impact, notifies the other party and takes reasonable steps to mitigate the consequences. Ordinary contractor delays, lack of funds or rising costs do not, by themselves, release a party from liability. The unprovided part is settled under section 8; statutory rights to terminate the contract and seek compensation remain unaffected.

10 Enquiries and claims

10.1. The common support and claims channel is [email protected], together with support in the Account. The User provides any available Order or Parcel number, the circumstances and the remedy sought, and attaches available evidence. The absence of a particular document is not grounds to ignore an enquiry: the Provider requests the necessary clarification.

10.2. LLC "Bulk Range" receives enquiries through the common channel. The receipt date is the date the enquiry arrives there, not the date of subsequent internal handling. The User receives any available enquiry identifier. Postal communications may be sent using the details in Appendix 1.

10.3. The Provider acknowledges receipt and sends a substantive response no later than 10 business days, unless the law requires a shorter period. If a Carrier trace is required, the steps taken and the next update deadline are communicated within that period. This does not suspend mandatory deadlines for satisfying a claim or refunding money.

10.4. Closing an enquiry in the Account or changing its technical status does not constitute the User’s waiver of a claim and does not prevent further contact by email or with a bank, court or competent authority.

11 Data and electronic communications

11.1. Personal data processing is described in the PureMF Privacy Policy, available before data is collected. It identifies the responsible entity, purposes, categories of data and recipients, retention periods or criteria, international transfers and ways to exercise rights. LLC "Bulk Range" fulfils its data protection obligations as Website Operator and Provider. Engaging contractors does not itself grant unrestricted permission to transfer data.

11.2. Data is transferred to the warehouse, Carrier, payment service and other participants only to the necessary extent and on an applicable lawful basis. Passport and customs information is requested only where necessary for a specific operation or compliance with the law. Marketing consent, where required, is requested separately and voluntarily; refusal does not prevent access to core services.

11.3. Confirmations, Invoices, claims and instructions are sent through the Account or registered email address in a form that can be retained. Material notices about the end of storage, additional charges and cancellation are also sent by email. Merely publishing new information on the Website does not constitute individual agreement to it.

11.4. The User keeps contact details up to date, protects access to the Account and reports any compromise. Electronic records may be used as evidence but are not conclusive; the User may challenge an action performed without their authority.

12 Changes to terms and termination of services

12.1. The Operator publishes new versions with an effective date for future Orders. The Provider of an already confirmed Order applies the agreed version. An existing contract may be amended by the parties’ express agreement or where expressly provided for by law.

12.2. The User may stop using the Service, settling charges for services supplied and giving instructions for remaining Parcels under the Offer. Discontinuing use does not cancel outstanding refunds or claims.

12.3. In the event of a breach of the terms or a legal prohibition, the Provider or Operator may suspend the relevant operations or access to the extent necessary, explaining the reason unless prohibited by law. The User retains an available channel for obtaining documents, giving instructions concerning lawfully retained goods and settling financial matters. Unprovided services are settled under section 8.

13 Governing law and final provisions

13.1. The parties choose the law of the Kyrgyz Republic to govern the contract unless another permissible law is expressly agreed before it is concluded. This choice does not exclude mandatory provisions applicable regardless of the choice of law, including those at the place of storage, export or import and those concerning consumers. Their applicability is determined by the nature of the service and the relevant conflict-of-laws rules.

13.2. Disputes may be heard by the courts of the Kyrgyz Republic where they have jurisdiction. This clause does not establish exclusive jurisdiction or deprive the User of the right to apply to another court competent under applicable law or to a consumer protection authority. A mandatory pre-action procedure applies only where required by law.

13.3. The invalidity of an individual term does not invalidate the remaining provisions. Failure to exercise a right does not, by itself, constitute a waiver. Mandatory legal provisions prevail over any conflicting term of the Offer.

13.4. The User receives the Offer in the language used to place the Order. If translations are provided, any language clause must be disclosed before confirmation. Until separately agreed, no foreign-language version automatically takes precedence over the text supplied to the User and their mandatory rights.
